# THE CONSTITUTION OF THE UNITED EMPIRE OF GAULETRIA

## I. PREAMBLE
By the powers and rights vested to us by the Universe, the Gauletrian Collective does hereby establish this Constitution as the Supreme Law of the Land for the United Empire of Gauletria that gains its Power by the Volition of the People on this Friday the 20th in the month of June of the year 2025 with the Purpose of maintaining the Equality within the Empire, establishing Justice to maintain Order and Peace, protecting the Natural Environment, preserving the state of Democracy, ensuring the domestic Tranquility of the Nation, promoting the general Welfare, and to secure the Blessings of Liberty to all the People in our Country as well to our Posterity.

## II. ARCHITECTURE OF AN EMPIRE
The National Government ("NGov") of the United Empire of Gauletria ("UEG") derives their power from the People of the Nation in the form of an Imperial Elastic Democracy ("IED") which shall consist of five co-equal branches of government that respect the functions of each designated branch.
### A. VOLITION COVEN (EXECUTIVE BRANCH)
The Executive Powers and Authority of the UEG shall be vested in a Volition Coven ("VC") which shall consist of three co-equal leaders known as Chancellors elected by Citizens via ranked-choice voting. Each Chancellor appoints one Vice Chancellor. Terms are four years with a lifetime limit of two terms, prohibited from serving consecutively.
#### 1. Crisis Management Protocols
**Emergency Response Hierarchy:**- **Level 1 (Local Emergency):** Provincial/Municipal response with federal support available- **Level 2 (Regional Crisis):** Federal coordination with provincial execution- **Level 3 (National Emergency):** Full federal response with 48-hour Chancellor decision requirement- **Level 4 (Existential Threat):** Martial Law declaration by National Congress, Chancellor Prime system activated

### B. NATIONAL CONGRESS (LEGISLATIVE BRANCH)

**House of Representatives:**- Each province: minimum 1 representative plus 1 per 1,000 citizens- Qualifications: Age 21-90, 5-year provincial residency- Terms: 2 years, no term limits
**House of Senators:**- Each province: 5 senators- Qualifications: Age 21-90, 5-year provincial residency- Terms: 6 years, no term limits- Vice Chancellors serve as presiding officers

## III. PRESCRIPTION OF RIGHTS
All persons within the jurisdiction of the UEG are hereby prescribed the following inalienable rights:
### Article One: Declaration of Equality and PersonhoodAll humans possess automatic personhood upon birth. Non-human beings may be granted personhood through demonstrated capacity for self-awareness, communication, logical reasoning, moral agency, and consciousness. All persons are equal before the law regardless of gender identity, race, ethnicity, spiritual beliefs, sexual orientation, genetic information, or disability status. Slavery and indentured servitude are absolutely prohibited.
### Article Two: Pathways to CitizenshipCitizenship may be acquired through: birth within territorial jurisdiction, birth to citizen parents abroad, naturalization after 5-year residency with civic knowledge demonstration, or service to the Empire. Dual citizenship is permitted. Citizenship may only be revoked for treason or voluntary renunciation.
### Article Three: Duties of a CitizenDemocracy is never optional. All eligible citizens must participate in voting for all local, regional, and national elections and legislation. Voting days are mandatory holidays. Exemptions may be granted for medical emergencies, military service, or other extraordinary circumstances. Failure to vote without exemption results in civic service requirements.
### Article Four: Access to SustenanceAll persons have the right to adequate nutrition and clean water. The government shall ensure food security through agricultural support, distribution systems, and emergency reserves. No person shall be denied access to basic sustenance due to economic circumstances.
### Article Five: Access to Shelter & PropertyAll persons have the right to adequate housing and may acquire private property through lawful means. The government shall provide housing assistance programs and prevent homelessness. Private property rights are protected but subject to eminent domain for public necessity with just compensation.
### Article Six: Access to CommunicationAll persons have the right to free expression, information access, and communication technologies. Government censorship is prohibited except for direct incitement to violence or threats to national security, subject to judicial review.
### Article Seven: Access to TransportationAll persons have the right to freedom of movement within the Empire and access to transportation infrastructure. Public transportation systems shall be maintained and accessible to all citizens regardless of economic status.
### Article Eight: Security of NatureAll persons have the right to a clean and healthy environment. The government shall protect natural resources, prevent pollution, and maintain biodiversity for current and future generations.
### Article Nine: Freedom of ReligionAll persons have the right to practice their chosen religion or spiritual beliefs without government interference. Religious institutions must register as nonprofit organizations and may not engage in political activities.
### Article Ten: Severance of Church & StateGovernment shall make no law respecting establishment of religion or prohibiting free exercise thereof. Religious tests for public office are prohibited. Public funds may not support religious institutions except for secular charitable services.
### Article Eleven: Access to Health & AssistanceAll persons have the right to healthcare, mental health services, and social assistance. Universal healthcare shall be provided through government programs with quality standards and accessibility requirements.
### Article Twelve: Access to Basic & Advanced EducationAll persons have the right to free education through secondary level and affordable access to higher education. Educational curricula shall be evidence-based and prepare citizens for democratic participation and economic productivity.
### Article Thirteen: Access to Retirement & Quality of LifeAll citizens have the right to retirement security through social insurance programs and personal savings protection. Quality of life standards shall be maintained through social services and economic policies.
### Article Fourteen: Mandate of Voting & Government ParticipationCitizens have the duty to participate in democratic processes including voting, jury service, and civic engagement. Mandatory voting ensures democratic legitimacy and equal representation.
### Article Fifteen: Access to ArmamentsCitizens have the right to keep and bear arms for personal defense, sport, and protection against tyranny. Reasonable regulations for public safety are permitted including licensing, training requirements, and restrictions on dangerous weapons.
### Article Sixteen: Access to IntoxicantsAdults have the right to consume legal intoxicating substances including alcohol, cannabis, and regulated drugs. Government may regulate for public health and safety but not prohibit adult consumption in private settings.

## X. GENERAL PROVISIONS
